The Crime Analysis and Mapping group requested and received paper-based descriptions of the district and
sector outlines.  These included paper maps and text descriptions of the bounding streets of each sector.
Based on the District coverage digitized and snapped to the street centerline by Jim Querry in summer 1997,
the districts were subdivided into Sectors using ArcView 3.0a. Due to the limitations of ArcView, these sector
boudaries were not snapped to the Street Centerline. In the process, several discrepancies were discovered in
the earlier work by MOIS, mostly in the areas bordering the parks and a missing district at the airport.

Due to changes in the street centerline caused by rectification to the planimetrics
derived from 1996 orthophotography, it was necessary to re-digitize the sectors.
This was also driven by a need to send street, boundary and other files to PRC/Litton
for use in a real-time mapping system being developed for the radio dispatch center at
Police Headquarters.

Brian Ivey at MOIS accomplished this second version of the sectors in Arc/Info 7.2.1
by 1)converting the shapefiles to coverages; 2)cleaning and building the coverages;
3) using SNAPCOVER to snap the coverage to a layer that combined the street centerline,
railways, parks and rivers; 4) re-joining the attributes to the coverage (lost in SHAPEARC)
and 5) outputting as an export file for transfer.

This process was done to satisfy PRC, but at this date, the street centerline rectification
project had not yet been completed.

the process. A minor error had been reported by the 8th District on Sector S

District boundary changes between the 6th/9th and the 3rd/17th took place December 15th, which necessitated a change in the sector and division layer.  To maintain vertex integrity between the division, district and sector, a non-dircect method was used using ArcView3.1.  The district layer was changed prior to the sector change and was utilized to maintain integrity during this process.

1.  Clip 6th's and 9th's SECTORS with the new 6th and 9th DISTRICTS.

2.  With the original SECTOR layer (subsetted to the 6th and 9th), performed an intersection with the new 6th and 9th DISTRICTS.  This resulted in a strip of polys one block wide between South an Lombard streets.

3.  These polys were pasted into the SECTOR layer that resulted from step #1.  Verticies were snapped, if needed.

4.  Any subsetted SECTOR layers were merged back together to create a new SECTOR layer for the entire city.

The boundary between the 6th and 9th district changed slightly such that City Hall falls in the 6th as opposed to the 9th.  There were no other changes along Broad Street except around City Hall.

1.  Only changed verticies for Q and J sectors in the 6th district.  Accuracy was good enought to ensure that the sector boundry was never more than 3 feet from the street centerline.  This ensures that spatial selections of INCT data will associate with the correct sector and district.
2.  Snapped sector G (9th district) verticies to the ones edited above.

There has been a little known error in the PPD's district and sector shapefile.  The Benjamin Franklin Parkway (from SW to NE curblines and down to Love Park) is actually within the Park Division and not the 9th district.  While this makes for an awkward boundary, it was decided to alter it using the street curblines layer as opposed to the centerline.

The polygons were edited in ArcInfo 8.1 using the following commands:  shapearc, clean, regionpoly, createlabel, idedit, put, extend, clean, and arcshape.

Split and merge commands were also used.  Hence, both sector T and U have non-contiguous polygons on either side of the parkway.
