Data was updated as a result of a flyover in the spring of 2004. A database field has been defined for all map features named "Update Year". This database field will define which dataset provided each map feature. Map features from the current map will be set to "2004". The earlier dataset map features the earlier dataset map features used to supplement the area near the county boundary will be set to "1993". All new or modified map data will have the value for "Update Year" set to "2004".

Abstract:
Edge of Pavements are the edges of all public thoroughfares including paved roads, unpaved roads, bridges, overpasses, tunnels, alleys, stairways and airfield runways.

Paved Roads are roads that are surfaced with concrete or asphalt.  Roads that have been tarred and chipped are also considered paved.  Roads surfaced with gravel or packed dirt are considered Unpaved.  An Alleyway is a road, usually narrower than surrounding roads that runs between, but parallel to, two paved roads.  An Alley can be either paved or unpaved.  Generally, Outbuildings will be adjacent to Alleyways.  Road pavement edges that are underneath bridges or overpasses are coded as Hidden.  Bridges and Overpasses are delineated along the outside edge of the structure.  Portions of bridges that are under other bridges or other objects are coded as Hidden Bridge.  Tunnels are shown as lines connecting the apparent width of the tunnel through the earth.  Stairways are major pedestrian thoroughfares, either paved or wooden, connecting two (2) roads and typically found on steep hills.  Airfield Runways are the edges of Runways, Taxiways and other airfield pavement areas.  Driveways that are greater than 300' in length will be digitized and coded as either Paved Road or Unpaved Road.

Paved Road edges show the width of the paved area.  If the paved road has a paved shoulder, the paved shoulder is shown as part of the paved road.  The placement of an unpaved road is subject to interpretation by the photogrammetrist since the road edge may be indefinite due to the imprecise nature of an unpaved surface.

Driveways that are over 300' in length are digitized.  For a driveway that terminates at a building, it shall be drawn to the building.  Driveways will also have a centerline for its entire length.

Parking lots are not digitized.  The entrance to a parking lot for shopping areas shall be shown.  Driving areas around and through parking lots serving shopping areas and other businesses are considered part of the parking lot.  If the driving area through a parking lot connects to two (2) or more exterior roads, the main thoroughfare through the parking lot shall be shown as a road.

The driving area through an apartment complex or condominium complex shall be digitized as a road.  The road is needed in these areas to show access to the individual dwelling places.

Edges of Pavement that are updated will have the database field StreetCL_FC populated with the Feature Code of the Street Centerline.  (The Street Centerline Feature Code is more descriptive than the general code used for Edge of Pavement.)
Purpose:
Data was developed as part of the effort to establish large scale base data to support a Geographic Information System in Allegheny County
Supplemental_Information:
The original mapping (1992-1993) was created using Pennsylvania State Plane South Zone 3702; North American Horizontal Datum (NAD) 1983; North American Vertical Datum (NGVD) 1929.  As part of the GIS update the horizontal coordinate system has been adjusted to NAD 1983 High Accuracy Reference Network (HARN) 1992 Adjustment and National Geodetic Vertical Datum (NGVD) 1988.  ESRI does not have routines available for the horizontal HARN adjustment or the vertical adjustment.  To accomplish the adjustment of the existing map data an average horizontal and vertical shift was determined.  The average shift was then applied to all map data prior to updating.

The datum shift involved moving the map data a set distance.  The distance the map data was moved:
"	X=0.611'
"	Y=-0.358'
"	Z=-0.5'

Note: The available coordinate system definitions in ArcGIS 8.3 do not include HARN for Pennsylvania.  The horizontal coordinate system defined in the delivered ArcGIS 8.3 Personal Geodatabase is set to NAD83.  This will need to be redefined once ESRI incorporates HARN for Pennsylvania.

Data was subject to QA/QC process by county GIS Staff at the time it was recieved - 1992-1996 and 2004 - 2005. The "<coverage>#" and "<coverage>-ID" items from the 1993 and 1994 ArcInfo coverages have been transferred to the geodatabase for all map features that have not been modified.  The purpose of the retention of this data is to allow linking of the geodatabase to the original coverages.  The values from the ArcInfo coverage item "<coverage>#" are loaded into the geodatabase field "SystemID".  The values from the ArcInfo coverage item "<coverage>-ID" are loaded into the geodatabase field "UserID".  All map features that have been modified or added during the 2004 update, with the exception of Street Centerlines, will have the value for "SystemID" and "UserID" set to zero (0).

As part of the 2004 update project, mapping was provided covering an area extending 1500 feet beyond the county boundary line. All planimetric, contour and DTM features were delivered in ESRI geodatabase format as County-wide seamless Feature Classes.

All horizontal control is to NGS Second Order Class I accuracy or better and photo control points are reported on the North American Datum (NAD) 1983 U.S. Survey Feet.  The aerial photography was captured at a negative scale of 1" = 1,600' and is sufficient to produce mapping at 1" = 200' that conforms to National Mapping Accuracy Standards (NMAS).

All final elevations are referenced to North American Vertical Datum (NAVD) 1988.  Orthometric heights utilize GEOID 99.  The network adheres to the Federal Geodetic Control Committee Standards (FGCS) guidelines and the final constrained adjustments were made with StarNet Least Squares Adjustment program and are acceptable by the National Geodetic Survey (NGS).

In the spring of 1992, Baymont Technologies entered into a contract with Allegheny County and Equitable Resources to fly the County and Equitable Resources Service Area to produce planimetric data.  Subcontractors for the project included: Howard Hartman and Associates who provided ground control for the flight; Aerial Data Reduction (ADR) who performed the photography; Centec and Michael Baker Engineers who digitized the data. Photography was produced at a scale of 1"=1500'. Mapping was stereo digitized at a scale of 1"=200'. Digital Orthophotos were not included as a deliverable.

ArcInfo coverages were created from MicroStation design files using in-house developed translation software. Allegheny County's Data Dictionary was used as the base upon which the ArcInfo structure was designed. Each coverage was subjected to review and inspection using ArcMap. Any revisions or corrections were performed in the MicroStation design files. After any corrections were performed, the files were re-translated, re-plotted and re-checked to confirm correct translations. ArcMap was then used to visually check the planimetric data against the digital orthophoto on a tile basis. The final QC step was to merge all tiles to verify the edgematch. Validation was done using MRF. The ESRI tool LOADDATA was used to convert coverages to the final deliverable format, the geodatabase.
